Job Requirements:

  • B.Sc in FM or equal and approved.
  • Member of BICSc.
  • Minimum 5 years working experience in Facility Management Industry.
  • Strong leadership skills.
  • An ability to develop and cultivate business relationships with the client.
  • Strong working knowledge of accounting, financial reporting and budgeting, and the proven ability to manage to a budget and a P&L.
  • Good understanding of CMMS and CAFM systems.
  • Experience of output/performance based contracts, SLA and KPI regimes.
  • Interpersonal, initiative, analytical thinking, decision-making and leadership abilities.
  • High levels of spoken and written English.
  • Knowledge of quality standards like ISO 9001, ISO 14001 and OHSAS 18001.

Key tasks and responsibilities:

  • Coordinates with relevant Sections for timely and efficient service maintenance of all assigned building systems.
  • Oversee the successful delivery of all hard and soft FM services.
  • Develop and improve IFM related processes, guidelines as well as KPIs and audit criteria.
  • To deliver high quality, prompt and courteous Facilities Management services in support of customers’ business needs in a safe working environment.
  • To liaise with the Client’s representative regarding all matters outside of agreed delegated levels of authority.
  • To provide training, management and guidance to directly employed staff in accordance with contract and works within the guidelines of the client’s and company’s.
  • Lead and oversee the Operations team to manage daily facilities operation including building operation team, System optimization, project implementation and building utility support to ensure smooth and safe operation of the building facility.
  • Support the implementation of Environmental Health and Safety (EHS) related activities and programs.
  • To maintain and ensure the building and infrastructures are comply to specification and standard.
  • Managing, planning, budgeting and financial management related to building operation and maintenance.
  • Constant review and update of manpower needs for the Operations.
  • In conjunction with the CAFM manager, to make improvement and constant upgrading of the CMMS system to suit client’s needs.
  • To meet KPI requirements set by management from time to time.
  • Monitor and assess the staff’s performance and productivity; suggest tools, training processes and resources that will improve operational excellence.
  • Succession planning for the staff leave management.
  • Ensures minimal revenue leakage through backfill strategy.
  • Responsible for the planning and scheduling of works for all activities in the facility.
  • Attend regular site tours and ensure planning operations are carried out smoothly.
  • Able to re-plan based on ad hoc request or short changes.
  • Prepare plans for work execution according to contract requirements.
  • Support site staff during implementation of planned activities.
  • Spare parts management.
  • Support compliance with HR policies and talent practices.
  • Interfaces effectively on a day to day basis with all accredited suppliers & contractors to supervise, evaluate & report to management and client on status of both technical and soft service lines.
  • Maintains a contingency plan for providing suitable replacement of staff at the time of absence.
  • Performs any other related duties as required.


Accountabilities:

  • Management of staff, vendors and supplies.
  • Assist in the management of daily information on CAFM database.
  • Successful completion of scheduled activities. Prompt and courteous response to customer requests.
  • Maintenance and update the management budget, equipment and materials.
  • Conduct regular service and systems audit.
  • Guide and upgrade staff technical and management competency.
  • Prepare site standard operating procedures (SOPs).
  • Generate, collate and submission of monthly reports.
  • Conduct and review plant operation, emergency plan and contingency plan.
  • Conduct daily operation pass-down meeting and update staff of major works, project activities or organization goals.
  • Review work request, approval and issuing work order, ensure work on time schedule.
  • Training and development of staff.
  • Provide effective technical advice and solutions to client.
  • Introduce continued improvement and optimization operation of Facility systems.
  • Perform emergency support duty, if required.
  • Enforces and adopts safety measures among all of his subordinates.
  • To assist in the Planning, coordinating and controlling all operational activities in accordance with pre-arranged operating plan and programs.
  • Assist in the Operational execution according to the Contract Documents. Facilitate the adoption of the proper management tools and procedures.
